Does a stained pool always need resurfacing?

Does resurfacing automatically repair a leak?
No. A suspected leak should be investigated and its repair scope defined. A new finish is not a blanket solution for every source of water loss.
Will startup care be included?
It should be stated in the accepted proposal, including who handles it and which product-specific instructions apply.
